Gaza and Israel: The Road to War, Paved by the West

JERUSALEM — AS Hamas fires rockets at Israeli cities and Israel follows up its extensive airstrikes with a ground operation in the Gaza Strip, the most immediate cause of this latest war has been ignored: Israel and much of the international community placed a prohibitive set of obstacles in the way of the Palestinian “national consensus” government that was formed in early June.

That government was created largely because of Hamas’s desperation and isolation. The group’s alliance with Syria and Iran was in shambles. Its affiliation with the Muslim Brotherhood in Egypt became a liability after a July 2013 coup replaced an ally, President Mohamed Morsi, with a bitter adversary, Gen. Abdel Fattah el-Sisi. Hamas’s coffers dried up as General Sisi closed the tunnels that had brought to Gaza the goods and tax revenues on which it depended.

Seeing a region swept by popular protests against leaders who couldn’t provide for their citizens’ basic needs, Hamas opted to give up official control of Gaza rather than risk being overthrown. Despite having won the last elections, in 2006, Hamas decided to transfer formal authority to the Palestinian leadership in Ramallah. That decision led to a reconciliation agreement between Hamas and the Palestine Liberation Organization, on terms set almost entirely by the P.L.O. chairman and Palestinian Authority president, Mahmoud Abbas.

Israel immediately sought to undermine the reconciliation agreement by preventing Hamas leaders and Gaza residents from obtaining the two most essential benefits of the deal: the payment of salaries to 43,000 civil servants who worked for the Hamas government and continue to administer Gaza under the new one, and the easing of the suffocating border closures imposed by Israel and Egypt that bar most Gazans’ passage to the outside world.

Yet, in many ways, the reconciliation government could have served Israel’s interests. It offered Hamas’s political adversaries a foothold in Gaza; it was formed without a single Hamas member; it retained the same Ramallah-based prime minister, deputy prime ministers, finance minister and foreign minister; and, most important, it pledged to comply with the three conditions for Western aid long demanded by America and its European allies: nonviolence, adherence to past agreements and recognition of Israel.

Who is Winning?

WHAT WOULD history look like if it were written in the style of the [Israeli] "Solid Cliff (a.k.a. Protective Edge) operation?

For example:

Winston Churchill was a scoundrel.

For five years he kept the population of London under the unceasing fire of the German Luftwaffe. He used the inhabitants of London as a human shield in his crazy war. While the civilian population was exposed to the bombs and rockets, without the protection of an "iron dome", he was hiding in his bunker under 10 Downing Street.

He exploited all the inhabitants of London as hostages. When the German leaders made a generous peace proposal, he rejected it for crazy ideological reasons. Thus he condemned his people to unimaginable suffering.

From time to time he emerged from his underground hideout to have his picture taken in front of the ruins, and then he returned to the safety of his rat hole. But to the people of London he said: "Future generations will say that this was your finest hour!"

Oregon Senators Wyden and Merkley co-sponsor one-sided pro-Israel resolution, give Israel green light to murder

Unfortunately,
Wyden and Merkley have now officially signed up to S.Res.498.  78 Senators have signed it.
Condemns Hamas, demands end to Palestinian unity government, and gives Israel a green light to kill with impunity.
This only makes the need to protest and confront stronger.

RESOLUTION
Expressing the sense of the Senate regarding United States support for the State of Israel as it defends itself against unprovoked rocket attacks from the Hamas terrorist organization.

Whereas Hamas is a United States-designated terrorist organization whose charter calls for the destruction of the State of Israel;

Whereas Hamas continues to reject the core principles of the Middle East Quartet (the United Nations, the United States, the European Union, and Russia)--recognize Israel's right to exist, renounce violence, and accept previous Israeli-Palestinian agreements;

Whereas Hamas has killed hundreds of Israelis and dozens of Americans in rocket attacks and suicide bombings;

Whereas, since Israel's withdrawal from Gaza in 2005, Hamas and other terrorist groups have fired thousands of rockets at Israel;

Whereas Hamas has entered into a unity governing arrangement with Fatah and the Palestinian Authority;

Whereas the unity governing agreement implies Fatah's and the Palestinian Authority's support for Hamas' belligerent actions against Israel, potentially contributing to a false perception of legitimacy for Hamas' belligerent actions;

Whereas, since June 2014, Hamas has fired nearly 300 rockets at Israel;

Whereas Hamas' weapons arsenal includes approximately 12,000 rockets that vary in range;

Whereas innocent Israeli civilians are indiscriminately targeted by Hamas rocket attacks; and

Whereas 5,000,000 Israelis are currently living under the threat of rocket attacks from Gaza: Now, therefore, be it


Resolved, That the Senate--

(1) reaffirms its support for Israel's right to defend its citizens and ensure the survival of the State of Israel;

(2) condemns the unprovoked rocket fire at Israel;

(3) calls on Hamas to immediately cease all rocket and other attacks against Israel; and

(4) calls on Palestinian Authority President Mahmoud Abbas to dissolve the unity governing arrangement with Hamas and condemn the attacks on Israel.

B'Tselem: Israel Failed to Provide Connection between Targets and Military Activity

Israeli human rights organization B’Tselem has issued an information sheet stating that the interpretation presented by the Israeli forces spokesperson -- that it is enough for a person to be involved in a military activity to render his home and his neighbors’ homes legitimate military targets without having to prove any connection between his activity and the house in which he and his family live -- is unfounded and illegal.

The organization added, according to WAFA Palestinian News & Info Agency's recent report:

"It is not a coincidence that the number of uninvolved civilians killed or injured by these bombings is growing. The law is meant to protect civilians and, unsurprisingly, violating it has lethal consequences. Euphemisms such as 'surgical strikes' or 'operational infrastructure' cannot hide the facts: illegal attacks of homes, which constitute punitive home demolition from the air, come at a dreadful cost in human life."

The fact sheet details a discussion which would cast considerable doubt over the legality of Israel’s targeting of what it claims were houses belonging to Hamas operatives.

International humanitarian law defines a military target as follows: “[…] military objectives are limited to those objects which by their nature, location, purpose or use make an effective contribution to military action and whose total or partial destruction, capture or neutralization, in the circumstances ruling at the time, offers a definite military advantage.” (Article 52 (2), Protocol I Additional to the Fourth Geneva Convention)
