Shawqi Issa, Palestinian human rights lawyer and Director of the Jensan Center for Democracy and Human Rights, discusses the implications of US Lt.-Gen. Keith Dayton recent speech in May of this year to the Washington Institute's 2009 Soref Symposium. Dayton is responsible for leading a team in training Palestinian Authority's security forces.
